In short
These Terms and Conditions (the “Terms”) govern the contract between MIRAKL SRL and any person who registers, transfers or renews a domain name on DomeniuLiber.ro or in the client account. Please read them before placing an order. By placing an order you confirm that you have read and accept them, together with the documents they refer to.
The parties and our role
The services are sold and invoiced by:
- MIRAKL SRL, with its registered office at Str. Buciumului nr. 52, bl. 51-41, sc. 1, ap. 13, 200813 Craiova, Dolj County, Romania;
- registered with the Trade Register under no. J2006002203166, Romanian tax ID (CUI) 19276334, VAT registration code RO19276334 (VAT-registered, under the “VAT on receipt” (TVA la încasare) cash accounting scheme);
- e-mail: [email protected]; brand and website: DomeniuLiber.ro (https://domeniuliber.ro).
We act in the following roles:
- Trader (seller): we are the legal entity that sells the services, collects payment and issues the invoice. Card payments are processed by NETOPIA Payments, but the contract is concluded exclusively with us.
- Domain name reseller: we act as a partner or reseller of the registries (for example ROTLD for .ro and EURid for .eu) and of an accredited partner registrar. The domain is not our property; we pass the order on to the registry or registrar on your behalf.
The client may be a consumer (a natural person acting for purposes outside their trade, business, industrial, craft or professional activity) or a professional (a legal entity or a natural person acting for professional purposes). Some provisions apply differently depending on this status, which is expressly stated where relevant. When ordering, you choose the capacity in which you are buying.
Definitions
- Site: domeniuliber.ro.
- Client account: the area where you manage your domains, invoices and details, available on DomeniuLiber.ro (https://domeniuliber.ro/account).
- Service: the registration, transfer or renewal of a domain name, for the extension and period chosen when ordering.
- Registry: the organisation that manages an extension (for example ROTLD for .ro, EURid for .eu, Verisign for .com and .net).
- Registrar: the company accredited by the registry through which the domain is registered, where we do not work directly with the registry.
- Holder (registrant): the natural or legal person in whose name the domain is registered.
- Acceptable Use Policy (AUP): the document available at Acceptable Use Policy, which forms an integral part of these Terms.
The services
On DomeniuLiber.ro we sell domain names only:
- registration of a new domain (.ro, the .x.ro extensions, .com, .eu and the other extensions shown on the Prices page);
- transfer to us of a domain registered elsewhere;
- renewal of the domains in your account.
We do not sell web hosting, servers, e-mail or other services. You use the domain with the name servers (DNS) of your choice, which you can change from the client account.
The main characteristics of each service (the extension, the period, the first-year price and the renewal price) are shown in the search results, on the prices page and in the order summary, before payment.
For digital services supplied to consumers, you benefit from the legal guarantee of conformity provided by law (Government Emergency Ordinance (OUG) no. 141/2021 on certain aspects of contracts for the supply of digital content and digital services).
Conclusion of the contract
4.1. The technical steps
- You search for the domain on the site and choose “Register”, “Add” or “Transfer”.
- You create a client account or sign in to an existing account and fill in the billing details and the domain holder’s details (for .ro: the type of holder, the name or company name and the Romanian tax ID (CUI) or personal numeric code (CNP)).
- You check the order summary: the domain, the period, the total price incl. VAT and the renewal price.
- You tick acceptance of these Terms and of the Acceptable Use Policy and, if you are a consumer, your consent to the immediate registration or transfer of the domain (see Right of withdrawal).
- You press the final “Order with obligation to pay” button.
- You pay online, by card, through NETOPIA Payments.
The contract is deemed concluded when you place the order using the final button, and we confirm receipt of the order by e-mail without delay. We send you confirmation of the contract on a durable medium (e-mail) before the service begins.
4.2. Correcting input errors
Before placing the order you can check and correct the data you have entered at any time: you can change the domain or the period, go back to the previous steps and edit the account, billing and holder details. Check the domain name and extension carefully: once it has been sent to the registry, a domain registered by mistake usually cannot be changed or cancelled. If you notice an error after placing the order, write to us immediately at [email protected].
4.3. Language of the contract
The contract is concluded in Romanian.
4.4. Storage of the contract
We keep the order, the invoice and the version of the Terms accepted on the date of the order. You can find them at any time in the client account (domains, invoices) and in the confirmation e-mails. The current version of the Terms is permanently published on this page; on request, we will send you the version in force on the date of your order.
4.5. Codes of conduct
We have not signed up to any code of conduct.
The client account
- To order and manage domains you need a client account. You must be at least 18 years old and have full legal capacity, or act on behalf of a legal entity that you legally represent.
- The account details (name, address, e-mail, billing details) must be genuine, complete and up to date. We use the e-mail address in the account for all contractual notices, including domain expiry warnings.
- You are responsible for keeping your password confidential and for the activity carried out from your account. The name servers can be changed and the transfer code can be obtained from the account, so let us know immediately if you suspect unauthorised use.
- We may request, in a proportionate manner, documents confirming identity or billing details, especially to prevent fraud or to verify the details of domain holders (see section 16).
Prices, VAT and currency
- Prices are shown in Romanian lei (RON) and include VAT at the legal rate in force. Before you place the order we show you the total price; VAT is itemised on the invoice.
- For each extension we show the first-year price and the renewal price side by side. When the renewal costs something different from the first year, we say so explicitly (for example “20.44 RON · then 268.04 RON/year”).
- The amount in RON shown in the order summary is the same on the invoice and when paying by card.
- On the versions of the site in languages other than Romanian, prices are shown in euro (EUR), including VAT, for information purposes only. The order, the invoice and the payment are made in lei, at the equivalent calculated at the BNR (National Bank of Romania) exchange rate plus 1% on the day the invoice is issued. The exact amount in lei is shown to you in the order summary, before payment, and it is the amount on the invoice and the amount charged when paying by card.
- There are no delivery costs. Any additional fees (for example fees charged by the registry to restore an expired domain) are communicated to you before you pay them.
- Prices are not personalised on the basis of automated decision-making.
- Price reductions are displayed in accordance with the legislation on price indication.
Payment
Payment is made online, by card (Visa, Mastercard), through the payment processor NETOPIA Payments (NETOPIA FINANCIAL SERVICES S.A.). Payment takes place on NETOPIA’s secure page; we do not see or store your full card details. We only receive confirmation of the transaction and masked card details.
The accepted payment methods are shown at the latest at the start of the ordering process. We do not charge any additional fees for payments.
Invoicing
- We issue the invoice in electronic format. You can find it in the client account and you also receive it by e-mail. Where the law requires it, the invoice is also sent through the Romanian national RO e-Factura system.
- For consumers, transmission through RO e-Factura is made with the data required by law. For invoicing we do not ask for your personal numeric code (CNP) unless the law requires it; the CNP requested for a natural-person holder of a .ro domain is used for registration with ROTLD (see the Privacy Policy).
- Renewal invoices are generated automatically before the domain’s expiry date and are sent to you by e-mail, together with reminders.
- The invoice bears the mention “TVA la încasare” (VAT on receipt), in line with our tax regime.
Registration and transfer
Domains are sent to the registry after payment has been confirmed, usually within a few minutes. Transfers depend on the authorisation code (EPP), on the current registrar and on the registry’s rules. The usual timeframes are described on the Delivery and activation page. There is no physical delivery.
Duration, renewal and expiry
10.1. Duration and renewal
- The domain is registered for the period chosen when ordering (usually 1 year, and several years for some extensions). A transfer usually includes extending the domain by one year, added to the existing expiry date.
- Renewal takes effect once the renewal invoice has been paid, before the expiry date. We do not charge your card automatically without your consent.
- If you no longer want to renew a domain, simply do not pay the renewal invoice, or let us know from the client account or by e-mail. The domain remains yours until the expiry date. The period already paid for is not refunded, except for consumers’ legal right of withdrawal and the situations set out in section 13.
- There is no minimum contract duration longer than the registration period chosen.
10.2. Expiry of domains
- We send you reminders by e-mail before expiry. Domains must be renewed before the expiry date; if a domain is not renewed in time, it expires and follows the rules of the registry for that extension.
- For .ro domains, a domain that is not renewed enters the “pendingDelete” status and is deleted after 90 days, in accordance with ROTLD rules. During this period the domain can usually be reactivated by paying the maintenance fee.
- For other extensions (.com, .eu and others), the grace, redemption or quarantine periods set by the relevant registry or registrar apply. Restoring a domain that is in the redemption period may involve an additional fee, set by the registry, which we communicate to you before payment.
- Once deleted, the domain becomes available for registration by anyone. We are not liable for the loss of a domain that was not renewed for reasons not attributable to us.
Price changes
- We may change prices only for objective reasons, such as: changes in the fees charged by registries or by the registrar, legislative or tax changes, or significant changes in the exchange rate or in inflation.
- We will notify you of any change to the renewal price by e-mail at least 30 days before it takes effect, stating the reason.
- The new price applies only from the next renewal. Periods already paid for are not affected.
- If you do not agree with the new price, you may decide not to renew or transfer the domain to another registrar, without penalty.
- A change in VAT imposed by law applies from the date set by law.
Right of withdrawal
If you are a consumer, you have the right to withdraw from the contract within 14 days of its conclusion, without giving any reason, under the conditions described on the Right of withdrawal and refunds page. Special rules described there apply to domains: once the domain has been registered with the registry at your express request, the right of withdrawal is lost.
Online withdrawal: you can withdraw using the online function on the Withdraw from contract here page, by e-mail to [email protected] or by using the model withdrawal form.
Client obligations, suspension and termination
13.1. Your obligations
- to use the domain in accordance with the law, these Terms and the Acceptable Use Policy;
- to pay renewals on time, if you want to keep the domain;
- to provide genuine, complete and up-to-date details for the domain holder and for the contact persons;
- to choose a name you have the right to use and which does not infringe the rights of others (for example trade marks).
13.2. Grounds for suspension
We may suspend a domain, lock it against transfer or ask the registry to take action only for objective reasons, such as:
- use of the domain for activities prohibited by the Acceptable Use Policy (for example phishing, malware, fraud or spam);
- holder identification details that are false or impossible to verify;
- an order from a competent authority or a decision of the registry;
- reasonable suspicion of payment fraud.
The measure is proportionate to the seriousness of the situation. Whenever possible, we warn you in advance and give you a reasonable period to remedy the issue. In urgent situations (for example active phishing or orders from the authorities) we may act immediately and inform you afterwards, with the reasons for the decision and the means of challenging it.
13.3. Termination of the contract
- By you: at any time, by not renewing or by transferring the domain to another registrar. As a consumer you also have the right of withdrawal.
- By us, for breaches: we may terminate the contract if the breach is serious (for example fraud or use of the domain for phishing or malware) or if it is not remedied within the period granted. In this case we do not refund the current period, unless the law provides otherwise.
- By us, through no fault of yours: if we can no longer offer an extension, we will notify you at least 30 days before the domain expires and give you the transfer code, so that you can move it to another registrar.
- Domains remain the holder’s: you can transfer them to another registrar at any time, except where they are locked under the registry’s rules or by an order of an authority.
Liability
14.1. General provisions
- We are liable for the performance of our obligations, in accordance with the law and these Terms. We make every reasonable effort to keep the site and the client account available; we do not offer a guaranteed level of availability (SLA).
- We are not liable for damage caused by: the use of the domain by you or by others with your consent; incorrect holder details entered by you; the compromise of the account due to weak passwords or a lack of diligence on your part; decisions of the registries; the acts of third parties for whom we are not responsible; force majeure.
- The availability shown in the search is for information only. A domain is considered registered only after confirmation by the registry.
14.2. Consumers
If you are a consumer, our liability is as provided by law. No provision of these Terms excludes or limits our liability for damage caused intentionally or through gross negligence, for death or personal injury, or in other cases in which the law does not allow liability to be limited. Likewise, no provision restricts the rights you have as a consumer, including those relating to the conformity of digital services.
14.3. Professionals
If you are a professional, to the extent permitted by law:
- we are not liable for indirect damage, such as loss of profit or loss of customers;
- our total liability for a domain is limited to the amount paid for that domain in the 12 months preceding the event that caused the damage.
These limitations do not apply to damage caused intentionally or through gross negligence, nor to death or personal injury.
Force majeure
Neither party is liable for failure to perform its obligations caused by force majeure, meaning an external, unforeseeable, absolutely insurmountable and unavoidable event, within the meaning of Article 1351 of the Romanian Civil Code. Examples: natural disasters, war, acts of terrorism, epidemics, widespread outages of electricity or telecommunications networks, unavailability of a registry’s systems, large-scale cyber attacks that cannot be prevented by reasonable measures, acts of the authorities. The affected party notifies the other party as soon as possible. If the force majeure lasts more than 30 days, either party may terminate the contract, and amounts paid for services not provided (for example a domain that has not yet been sent to the registry) are refunded.
Specific conditions for domains
16.1. General rules
- The domain holder is the person named in the order as holder (registrant). We register the domain in your name, not in ours. The holder is the person officially registered as the owner of record in the registry’s database.
- Registering a domain confers only a right of use for the registration period, not a right of ownership.
- You are fully responsible for choosing the name and you declare that you have the right to use it and that it does not infringe the rights of third parties (for example trade marks) or the law.
- The details of the holder and of the contact persons (WHOIS data) must be accurate, complete and up to date. Changes are made from the client account or at your request. False or incomplete details may lead to the suspension or deletion of the domain by the registry.
- Registration is subject to availability. A domain is considered registered only after confirmation by the registry; until then, the order does not guarantee that you will obtain the domain. If the domain cannot be registered, we refund in full the amount paid for it.
- Fees paid to registries are non-refundable after registration, transfer or renewal, including where the right of use is lost (for consumers, see Right of withdrawal).
- You have the right to transfer the domain to another registrar or partner. You obtain the authorisation code (EPP) from the client account or on request, if the extension uses one, except where the domain is locked under the registry’s rules or by an order of an authority.
- The holder’s details are sent to the registry, to the partner registrar and, where applicable, published in WHOIS in accordance with each registry’s policy. Details can be found in the Privacy Policy.
16.2. .ro domains (ROTLD)
- By ordering, you accept the “Registration Rules” and the “Registration Agreement” of ROTLD (the National Institute for Research and Development in Informatics – ICI Bucharest), available at www.rotld.ro. The holder is a beneficiary of the contract with ROTLD, even though the registration is made through us, as a partner.
- For registration, ROTLD requires the type of holder (individual, sole trader (PFA), company, non-profit organisation, institution), the name or company name and the identification code: the Romanian tax ID (CUI) for legal entities, the personal numeric code (CNP) for individuals. The holder of a .ro domain can subsequently be changed only through ROTLD’s procedure for transferring the right of use.
- ROTLD does not verify the details provided. Responsibility for their accuracy lies with the holder.
- .ro domains are registered for periods of between 1 and 10 years and require payment of the maintenance fee. A domain that is not renewed enters the “pendingDelete” status and is deleted after 90 days.
- Specific rules apply to some .x.ro extensions (for example .tm.ro requires a registered trade mark).
- Disputes concerning .ro domains are settled first through mediation or arbitration, and then by the Romanian courts. ROTLD does not arbitrate disputes between holders and third parties.
16.3. .eu domains (EURid)
- A .eu domain may be registered only by persons eligible under Article 3 of Regulation (EU) 2019/517: citizens of the Union, regardless of their place of residence; natural persons who are not citizens of the Union but are resident in a Member State; undertakings established in the Union; organisations established in the Union. Eligibility may be extended to EEA states, in accordance with the applicable decisions.
- When ordering, you declare that you meet the eligibility conditions. You accept the EURid Terms and Conditions and Registration Policy (eurid.eu).
- EURid may revoke a domain if the holder is not, or is no longer, eligible or if the details are inaccurate.
16.4. Generic domains (.com, .net and others, ICANN)
- Generic domains are registered through an ICANN-accredited registrar that is our partner. You accept the registrar’s registration agreement and the applicable ICANN policies, including the transfer policy and the Uniform Domain-Name Dispute-Resolution Policy (UDRP).
- The rights and responsibilities of holders are described in the ICANN document “Registrants' Benefits and Responsibilities” (icann.org). Educational materials for holders are available at icann.org.
- In accordance with ICANN requirements, the holder’s e-mail address must be verified. If you do not confirm the address within the period stated in the verification e-mail, the domain may be suspended by the registrar until it is confirmed.
- Transfers may be temporarily restricted in certain situations provided for by ICANN policies (for example immediately after registration, after a transfer or after a change of holder).
16.5. Other national extensions
For extensions such as .de, .nl, .uk, .co.uk, .ca, .us, .io or .me, the rules of the relevant registry apply, including any eligibility or local presence requirements.
16.6. Verification of holder details (NIS2)
As an entity providing domain name registration services, we have a legal obligation (Directive (EU) 2022/2555 – NIS2, Article 28, and the Romanian transposing legislation) to collect and maintain accurate and complete registration data. For this purpose:
- we may verify the holder’s details (for example by confirming the e-mail address or telephone number, or by requesting proportionate supporting documents);
- if the details cannot be verified or prove to be inaccurate and are not corrected within the period granted, the domain may be suspended or, in accordance with the registry’s rules, deleted;
- data that is not personal data is published in accordance with the registry’s policy;
- in response to lawful and duly justified requests from legitimate access seekers (for example authorities), we make the registration data available in accordance with the law, usually within 72 hours of receiving the request.
Personal data
We process your personal data (account, billing, domain holder, security) as controller, in accordance with the Privacy Policy. Information about cookies can be found in the Cookie Policy.
Complaints and dispute resolution
- Complaints should be sent by e-mail to [email protected] or through the contact form. We acknowledge receipt and reply as soon as possible, usually within 30 days at most.
- If you are a consumer and are not satisfied with how your complaint has been resolved, you can contact the Romanian National Authority for Consumer Protection (ANPC, anpc.ro).
- You can also use alternative dispute resolution (ADR, “SAL” in Romanian), in accordance with Government Ordinance (OG) no. 38/2015, through the ANPC platform: reclamatiisal.anpc.ro.
- If a complaint cannot be resolved amicably, we will inform you on a durable medium (e-mail) of the possibility of contacting the competent ADR entity.
- For complaints about personal data you can contact ANSPDCP, the Romanian data protection authority (www.dataprotection.ro).
- Disputes concerning rights to a domain name (for example with the owner of a trade mark) are settled according to the registry’s rules: for .ro through mediation, arbitration or the courts, for generic extensions through the UDRP.
Governing law and competent courts
- The contract is governed by Romanian law.
- If you are a consumer, the choice of Romanian law does not deprive you of the protection afforded by the mandatory provisions of the law of the state in which you have your habitual residence. Disputes may be settled by the courts that have jurisdiction under the law, including the court for the place where you live.
- If you are a professional, disputes are settled by the competent courts at the registered office of MIRAKL SRL (Craiova).
- Before going to court, please contact us so that we can try to reach an amicable solution.
Changes to the Terms
- We may amend these Terms for valid reasons, such as: changes in legislation or in registry rules, decisions of the authorities, the introduction of new extensions or services, technical or security changes, or the clarification of certain provisions.
- Significant changes are communicated to you by e-mail at least 30 days before they take effect, unless the law, a registry or an authority imposes a shorter period.
- If you do not agree with the changes, you may decide not to renew or transfer the domain to another registrar, without penalty.
- Orders placed before the change remain governed by the version accepted when ordering until the end of the paid period, except for changes imposed by law or by the registry.
- The date of the last update is shown at the top of this page.
Final provisions and contact
- If a provision of these Terms is declared null and void, the other provisions remain valid.
- The documents forming part of the contract are: these Terms, the Acceptable Use Policy, Right of withdrawal and refunds, Delivery and activation and the rules of the registry for the extension ordered.
- Communications between the parties take place by e-mail and through the client account. You can contact us at [email protected]. Our full identification details can be found on the Company details and ANPC page.
- These Terms are in force from 6 November 2026.
